Has the bug with Breton's dual wielding power attack not being able to stagger enemies been fixed yet?

On UESP there isn't mention of a fix.

Does the unofficial patch fix it? or is it more of an hard-coded problem that mods can do but little to change?

BTW does anyone know if the battle of the champions bug been redressed yet? 

"After the AE update patch, completing this quest can cause the following with great frequency: graphics issues, loading screens that fail to end, and crashes. Reloading a save before the battle portion of this quest can fix this, but completing the quest will cause it to happen again."

I have conflicts accounts of what the unofficial CC contents patch does to this CC.

Some say it fixes those bugs, some say it does not touch this bug in particular but the rest are fixed.
