Weathervane Tinker Tom Mila quests

So, I know there's some dislike out there for the Weathervane "place the Mila" quests given by Tinker Tom, but I rather enjoy them. They take you to areas you may never have explored. They're a puzzle sometimes on how to get up to the high place location.

That being said, I was wondering if anyone knows of a way that allows you to place more Mila's in the Commonwealth. The wiki says that Tom will sometimes give more Mila quests if you choose the "All factions live" route regarding the game main quest line, but I've never seen it happen.

Anyone know of a mod that does this or maybe a tutorial on how to do it myself?
