The effects of the Enchanter's Potion is not accurate

Today when I wanted to enchant a ring I thought to drink a Enchanter's Potion (improves enchantments to be 10 % better) and the current enchanting skill is level 57, I do have both the Insightful Enchanter and the Storm Enchanter perk (both is level 50). 

Those perks boost my enchanting skill to be 17 % better, but when I consume the Enchanter's Potion (10 % better for 60 seconds) I only get 1 % better and the same thing happen with a homemade Fortify Enchanting Potion of 5 % better.

How is it even possible for a Enchanter's Potion to have the same effect as a homemade Fortify Enchanting Potion when enchanting an item, in this case a ring?

The only mod that might change that is this mod and below is my current loadorder.  Of course Campfire and/or Frostfall could also change that

As you can see I use the latest USSEP.  Any ideas why?
