Is L.O.O.T up to date for Fallout 3?

Upfront, I really do apologize if I’m in the wrong forum but I just couldn’t figure out where else to post this.  I’m returning to Fallout 3 after years and years to recapture the experience, and before even installing the game I’m looking at all the resources, mods, and tutorials to make sure I have everything together.  To that end I wanted to see if L.O.O.T was up to date; by example, did it take into account the Fallout Anniversary Patcher and the most updated version of the UPDATED Unofficial Fallout 3 Patch?  I couldn’t see where a changelog might be, and the only associated forum link seemed to go here.  If anybody could help me out I’d really appreciate it.  I like to make sure I have everything in order before I even begin and this is just part of my process.

ETA: I might be thinking of a different program than L.O.O.T to be honest.  I can’t recall if it’s xEdit, Mod Organizer 2, Wrye Flash, some totally different utility, or all of them that need to be up to date for specific mods.  Or none of them?  Like I mentioned I haven’t modded anything for at least 6 years, and I am most definitely not a programmer (surprise right?) so the only way I can succeed here is by asking lots of questions.
