Couriers only in settlements 1.0.1

Ocassionaly the courier may still address the player while sneaking or in combat. This can happen in towns and villages that are not part of a separate worldspace, such as Shor's Stone, Dragon Bridge or Rorikstead. Main reason for this is that exterior cells outside the visual boundaries of the towns and villages are still considered part of the settlements. To prevent this two additional conditions have been added.
