Can't complete quests involving Skjor

Hi I had a radiant quest, Escaped Criminal, given to me by Skjor before installing the unofficial patch. I've done what I need to do, but skjor is obviously dead, so I can't complete it.

In the console, I've done various combinations of 'setstage cr07 <stages>' and 'setobjectivecompleted cr07 <stage> 1' but they don't seem to take effect.

the resetquest cr07 does set everything back to 0, but that's about it.

Any way I can progress this, or get rid of it somehow? It's blocking me from finishing the Companion quests.

Let me know what I can do to help track this down.

I'm running the 1.03 beta. I also tried running without the mod, but it has the same behaviour.
