Greybeards and the Clear Skies shout

This is something that came up in a discussion at UESPWiki. I've personally seen (and heard) at least one Greybeard (Einarth) practice the Clear Skies shout from the top of the tower in the High Hrothgar courtyard. However, checking in xEdit, Einarth hasn't technically been given the Clear Skies shout (it's not in his spell list); in fact, none of the Greybeards have the shout in their spell lists. Which leaves me wondering how they can practice a shout they don't technically "know".

Unfortunately, the Creation Kit doesn't work with the GoG version of the game, so I can't dig into the technical workings of the game as much as I'd like to myself. I suspect this is being done through their AI package and/or scripting, but it's just a guess based on what I know from Oblivion's workings. So I was wondering if some kind and patient soul who's familiar with the technical workings of the game can explain to me exactly how this is being accomplished (as well as which Greybeards can actually practice the shout and if there are any other shouts which they practice which aren't in their spell lists), both because I'm curious and so that I can add the appropriate information to the wiki. It's not the Clear Skies shout. Einarth has a shout AI package called MQ105EinarthSummonPhantom and uses the MQ105PhantomFormShout (Fiik Lo Sah).

It's definitely not the Phantom Form shout (that one is used during the quest The Way of the Voice); he's clearly using Lok Vah Koor, which is Clear Skies (the last two words sound a bit run-together when he uses them, but you can clearly hear "Lok" as the first word, and when he uses the shout the weather actually does change to clear). He practised it three times from the top of the tower in the courtyard last time my character was at High Hrothgar. I also saw one of the Greybeards (not sure which) do the same on a previous occasion; again the weather changed from snow to clear when the shout was practised.

The info about Phantom Form is interesting, however, since it tells me that AI packages can be used to make an NPC use a shout they don't otherwise have in their spell list, which adds fuel to my suspicion that the Clear Skies thing is being done through their AI packages. (Man, I wish I could use the CK! )

You are right! I only looked into the packages attached to Einarth, but there are three shout packages not attached to a specific Greybeard, which are used in scenes.
