BC bridge from Prison District to Market District has floating fires?

Uncertain what I may be doing wrong here ...  It seems that the fires are placed in such a manner as to fit the kind of bridge that has those built into the sides of the bridge. The bridge itself has formID of vanilla, but not able to get formID in the flames.
