This is Oblivion world space as rendered by the open source version of openMW (open morrowind).
The quick rundown is that only basic resources get loaded. no quests, no AI schedules, NPCs all in T pose, etc. All very very pre-alpha even. experimental.
Mods other than the base esm not working.
