The only mods affecting that cell are UL imperial isle and BC - Imperial Isle. My attempts to find other mods affecting area here. Adding this mod https://www.nexusmods.com/oblivion/mods/45817?tab=description fixed this issue
Apparently one must use this third party mod to use BC imperial isle with Unique Landscapes merged patch for BC imperial Isle.
