I haven't looked into it fully but I believe they are stored as hashes.   Hashes are arbitrarily ordered and will change depending on the underlying data.  You change one of those strings, and the hash for it changes, and the entire ordering changes. 

What matters is that the order in that row matches the order in the dropdown list, which it does.

With that said, the enums should be ordered as they are defined in the bitflag.  If they aren't in the DEV build, they're not in 1.1.3 either, so the order you're used to is arbitrary as well and not correct either.
