Mods Simply not Showing Up

I am so confused. I decided to clean up my Skyrim files, clear all my saves, and replace Vortex with MO2. I've been watching many tutorials and frequently testing my mods to make sure they work. I thought I was ready to start a new file when I realized that there were mods that were not showing up. Specifically, any mods that add structures or environmental pieces to the game (player homes, JK's Skyrim, northern grass, BS Bruma, etc.). However, all texture mods are operating as they should, as well as sound mods, lighting mods, and ENBs. I cleaned my plugins, verified the integrity of the game files, checked for conflicts, and even tried uninstalling then reinstalling the mods, and nothing has worked. Does anyone have any idea what is going on?

This may sound like a dumb question, but are you certain the mods have been enabled?  Over the years I have occasionally installed a mod and forgotten to enable it.
