Alternate start compelling tribute (inperial)questline breaking bug

I figured out the way to finish start a new life easy enough but Hadvar is stuck in Helgen after running from an ambush spot where I was meeting a group of soldiers to stop a shipment of weapons. I got to the spot and he started running and never stopped until he was in position in helgen where he is in the vanilla start. General Tullius is also stuck in Helgen

Definitely sounds like something got screwed up but this has nothing to do with my alt-start mod.
