Cannot talk to Deor in the A New Source of Stalhrim quest

I've finished the The Fate of the Skaal quest and got a Misc quest started and to continue I need to talk to Deor the Woodcutter in Skaal Village, but somehow I can't talk to him. 

The only thing I can think of is the At the Summit of Apocrypha quest which are still active and Storn, the village Shaman, is already dead killed in the Fate of the Skaal quest.

Despite that I cannot make progress in the A New Source of Stalhrim quest by talking to Deor the Woodcutter.  Why is that?

Is there some reason you're using an outdated copy of USSEP?

No, not really.  I've been playing this game for a while then I took a break before I finish the MQ for the Dragonborn DLC.

I suppose, I forgot to update the USSEP before I travel to Solstheim the first time.

Just what I suspected.

I finished the At the Summit of Apocrypha quest and after I returned to Skaal Village I could talk to Deor the Woodcutter, which started the A New Source of Stalhrim quest and I finished that quest too.
