Load Order - SSEdit Conflict Checking

Here is my LOOT sorted mod list.  I'm asking the community to review, recommend, advise, and correct my load order as needed.   I don't plan on making changes by adding or removing mods, so my mods listed are final and my bashed patch is also final.

** I have an issue with Skulkar and a horse floating in the sky at Whiterun Stables.  I am not sure what is causing that to happen.  Also, when I rescue Hadvar, the porch scene where he talks to his uncle doesn't happen; Hadvar walks around Alvor's place (I have JK Riverwood and T'Skyrim's Riverwood add on).  I walk up to Alvor now and talk to him with some new dialog without going inside.  Hadvar finally walks on the porch and they go inside the house.  I like this version because it saves a transition, and I can move on with my game.  It was just...different after playing the vanilla for so long (over 1800 hours!).

Launch WB and click on the Mod Checker button, to the right of the Docs button at the bottom, then click on the Copy button and paste your entire loadorder into your post.

Since you are using WB, did you cleaned the official masters by following this guide and checked every mod in your setup in SSEEdit?

I am not sure, but I think you cannot use both Open Cites Skyrim and JK Whiterun at the same time since both mods alter the thing the Whiterun worldspace.  I know Arthmoor knows for sure.

As Hadvar not talking to Alvar on the proach isn't necessary I think.  The player could arrive to Riverwood earlier than 7:00 AM, or was it 8:00 AM, and Alvar was just about to step out from his house when Hadvar saw him and began the conversion.

I forgot about the in game time factor regarding Hadvar and Alvor.  Since I'm using Alternate Start - the time factor does play a part, and I was able to talk to Alvor without Hadvar being present.  I'm having to reshape my paradigm with all of the new changes from vanilla.

I used SSEdit to clean the main masters (Update, Dragonborn, Dawnguard (twice according to Dirty Weasel, Gamerpoets and Gopher), and Hearthfire.  Loot has not reported any mod I have installed as having master issues, but there is a clean masters option in SSEdit.  As for the Open Cities, there is a patch for JK Whiterun.  However, it doesn't mean it is working appropriately.   I think LOOT does a good job of load order, but I'll try WB and the Mod Checker.

I have completely uninstalled via NMM all of my mods and I am starting over - I'll validate my cache files and clean the esm's again (update, dragonborn, dawnguard, and hearthfire) using SSE edit.   My question to the community is what order should I add mods?

Environment -> Combat -> Models and Textures -> Places and Player Homes -> Cities, Towns, Villages ->...etc.   In my original post I have the mods listed in pictures - here are the categories for my mods:

It depends what mods you like to play.  Personally, I often avoid mods that's known to cause an issue in combination with other mods plus mods that can reduce FPS in-game e.g mods adding a lot of NPC's.

Are you using the latest official beta?  If so then you need to update USSEP.

No, I have opt out of beta.  I have complicated my game play with the mods and I don't need to further complicate by using a beta version.  However, as a IT support professional, I would consider using the beta once I have a solid environment with the SSE I have now.   As for the adding NPC's, oh I have five or six mods at one time using the "Populated" series of mods with Immersive Patrols, Riverwood Guards, Companions and Followers, and Travellers of Skyrim.   I found that to be very overwhelming but still got 60 FPS.

I have not used the SSE Fixes for the FPS fix where I can get more FPS.  I don't see the need in a single player RPG game.  Elder Scrolls online would be better suited for that.
