Should the FAQ provide more details on how to submit a bug?

Hi,

I have  bug or two I want to submit. The FAQ on how to report a bug says to post the report on your bug tracker, but there's no link. I eventually found it, but as far as I can tell it has a "Login" button but no "Register" or "Sign up" option. How do I create an account?
