Hot wo merge mods or use one to mod another?

Hi , I wanted to ask is there now a tool for Skyrim SE to merge mods ?

How can I do to improve a mod with another ? For example my conan mod exteriors  how can I add the 3d snow on it with my other mod wiithout havingt to replicate the same stuff in the conan mod?

You could esm-ify your conan mod (in Wrye Bash), load it in the CK, and create additions to it that will be it's own mod with conan as it's master.

Don't forget to turn conan back into an esp before testing.
