verlet surface physics

The game is hardcoded to apply verlet to a single object in game. The object which to apply (Harkon's Cape) is defined in Default Object Manager inside Dawnguard.esm

It wold so need some kind of Dll injection?

Just replacing the data info in the harckon cape ( to change its shape would break it I guess?

SKSE used to allow to dynamically alter the DOBJ data through papyrus scripts, so the new version might help you about it whenever it's up ;)
