It's a generic dialogue "hello" with specific conditions to play randomly if you (the player character) are a Breton and the speaker is a wood elf and has a voice type of either "MaleEvenToned" or "MaleYoungEager." The developers even acknowledge this in their script notes in the Creation Kit with the following comment for the dialogue topic: "Says the word as a greeting, while he's walking."
