MQ105Ustengrav & MQ106: Delphine won't talk

After getting the note at Ustengrav to go to the Sleeping Giant Inn and renting the attic room from Delphine, she makes a bee line to the room but will not initiate dialog.  Trying to talk to her only gave the option to rent a regular room.  I had to disable her and enable her in the console before she would talk to me.

 

It was my first visit to the Sleeping Giant Inn.  Wondering if there might be some package/quest conflicts because of that.  Thoughts?
