Here are the lists of Persuadable NPCs according to the UESP wiki, and a few of my own entries. The first number is what speech level you should need to persuade them without the persuade perk, the second is what level with it. Many of these NPCs also have intimidate and bribe options. Reddguard bandit at Valtheim Towers

I think the random thief one is bugged as well, on account of thieves not typically being steadfast foes.  When faced with a mark that's too tough to rough up, a thief would rather run away and live.

There's also the "toll-taker" bandit at Valtheim Towers.  She has a rather high confidence score too. (Or I think it's always a woman... is it always a redguard woman for everyone else too?)

The bandit (toll-taker) at Valtheim Towers is always a Redguard woman for me too. I'm thinking that particular bandit must use a specific NPC template.

Edit: The CK says that the actor template is "LCharBanditMeleeEvenTonedF".

Especially the thief when doing the "A Blade In The Dark" quest if the player choose to follow Delphine from Riverwood to Kynesgrove.

Yes there is a Redguard woman there at Valtheim Towers.  I think there will be a Redguard woman when the cell is respawned.

I've never chosen to follow Delphine in "A Blade in The Dark," where does this encounter occur, and is it the same as all random thief encounters?

It's downhill near to the river and you must cross the river by either a bridge or swim over to the other side unless you follow Delphine to Windhelm stable before you reach Kynesgrove.

Yes it's always the same thief and that one is just stupid, because he doesn't care what opposition he is facing and intimidating the thief always fail.

Another one for the list: Dawnguard's "Hide and Seek" quest, where Gunmar sends you to find a "Pilgrim/bard/advisor/whatever" who is a vampire getting his power trip hiding in plain site.  Confidence level is, you guessed it... 4/Foolhardy.  This one is probably an alias-generated FF-range reference, so it may need to be backtracked from the quest it's part of.

A Cornered Rat, convincing Esbern to open his door.

Diplomatic Immunity, Getting the Thalmor guard to leave his post.

Season Unending, convincing Ulfric to join the peace talks.

I don't consider these NPC's to be bugged or something, because they're all part of MQ and they behave as natural as we would do in RL.

In the Diplomatic Immunity quest you don't have to persuade a Thalmor guard just talk to another guest about getting a diversion a least it's what I did in my first playthrough 2011.

I know that Arthmoor is taking a look at these, so maybe the info (below) will be of help.  Bug #14884

I can confirm these:

WERJ02 (Thieves Guild Holdup) -- intimidate always fails

WERoad06 (Adventurer on the Way to Nearby Dungeon) -- intimidate always fails

WERoad07 (Taunting Adventurer) -- intimidate always fails

Other:

WE31 (College Application Denied) -- this one seems to work fine (I think); I've been able to successfully bribe and intimidate him to give me the staff; not positive about the persuade check though

I've gone over the list and fixed the ones that were obviously broken. Missing properties being the most common problem, where the option succeeds but you get no credit for it.

Over all, it appears as though most of this stuff really works. So we'll see what happens.

There were some that were checking against their own skill, instead of Target/Player. And I'd also reported some missing properties. Some of these were fixed previously.

And there was at least one (Sapphire) that never failed, because no check was in the conditions. You could persuade or intimidate or bribe. At least you got credit for persuade.

Are all the missing properties [NR]? Or are they loading properly?

I didn't notice any that were incorrectly targeting self. I'm pretty sure we got all those. Can't hurt to look that over when 204 is out for beta this weekend.

Sapphire should be fixed in 204.

TopicInfo scripts should pick up the missing properties since their instances are usually destroyed upon being run, according to SMKViper.
