Bear's Cave Mill

I was looking through the Creation Kit and discovered there is a location called Bear's Cave Mill that was never included into the game (for whatever reason). It appears that it was intended to to be located to the east of Peak Shade's Tower (in Falkreath Hold). It is also referenced in a note (DUNPOIDragonAttackNote) found in a burned down shack (roughly south of Pinewatch or northwest of Bonechill Passage). Perhaps the mill was never included in the game, because the developers decided to put one in the nearby town of Falkreath instead.

 

I realize that it isn't something that would be appropriate to be restored (added) by the USKP, but was wondering whether there is enough information available in the CK for it to be added by a mod like Arthmoor's "Cutting Room Floor"?
