Hole and floating rocks near Castle Dour Tower

I just went up the Castle Dour Tower (made possible by Cutting Room Floor) and there is this big hole on the right with some floating rocks above it. I don't think I have any mods changing something inside Solitude. Can someone confirm if this is a vanilla issue? (The landscape is also strange.)

I'm guessing it's covered by something that's not being rendered in the Local World but is rendered in Tamriel.
