Find the chest in the Catacombs of Whiterun's Hall of the Dead. To the right as you enter. Sorry, I'm unimaginative.

Unpack the .7z archive into Data folder.

Uninstallation:

Delete HanasSkeletonStaff.esp and the folder Meshes\Hana\Skeleton Staff.
