Since there seems to be more Vanilla Perks enjoyers here, I'm uploading an early version of my new Race mod for testing and feedback. Basically, the Racial bonuses you remember don't matter as much and now the primary difference is that each Race starts out with certain Perks from the Skill Tree.
Yes, at lv1 you will find these perks already pointed and functional without requirements filled. Flat Skill bonuses have also been replaced with small % XP gains instead, and a little Penalty for everyone. Starting H/M/S adds up to 300 for everyone, but tweaked for each Race.
Some cool Perk/Race examples: Khajiit with Silent Roll, Dark Elves with Augmented Flames, or Imperials with Persuasion. Reference the UESP page to double-check any Skill's Perks:
Argonians
Waterbreathing, 20% Disease Resist

Yes, these are all Vanilla Perks. A new list has to been made for each big Perk Overhaul Mod, which will be made in Patches for the full release.
I believe this makes any new character a lot more exciting because every perk is chosen to add gameplay. They're now more different at level 1 and yet less different at high level since anyone can potentially take any Perk.
Any issues, suggestions or just thoughts are appreciated! I do primarily upload on Nexus, but am expanding that with Perky Races.
